When it comes to assembling a team in Watch Dogs: Legion, you may already have a few at your disposal. If you do, you likely have bought the Ultimate Edition of the game. These recruits are some of the best in the game, so I suggest using them whenever you can. Of course, they aren’t the best in every situation. Some situations may make better use of drone control or melee weapons, which is where the borough recruits come into play. These are recruits you get from making each borough (the game’s sectors) defiant. These are the best recruits on offer for the average player, giving you plenty of bonuses across the board.

These still may not be enough though, which brings the regular citizens of London into the fray. These citizens often have various buffs that give you even more options, but can also give negatives. These can range from a chance to randomly die to taking more damage from specific factions. You’ll want to choose these recruits carefully, as those can make things difficult in the long run. The best recruits of this bunch are the ones that require the Deep Profiler tech upgrade. These require more of a time commitment from you but can net stronger recruits as a result. You’ll have to choose wisely to know which recruits are best for you.
