To get the Ultima Weapon in Final Fantasy 16, you have to unlock and start New Game+ in the hidden hardest difficulty, Final Fantasy. New Game+ and the hardest difficulty will become available once you cleared either Story Focused or Action Focused mode. Ragnarok is one of the most powerful weapons that you can obtain in the base game. You can eventually upgrade it to Gotterdammerung, the strongest weapon in Final Fantasy 16‘s other difficulty modes with 375 Attack and Will.

As you play through the New Game+ mode, you should get another Ragnarok too, so don’t worry about upgrading it.
