The article in the video is from a fake forum post, and there is no official statement from Blizzard regarding the removal of Reaper. This is apparently just a prank.
Overwatch 2 has never permanently removed any hero from the game. Some heroes, such as Mei, Bastion, and Torbjörn, were temporarily disabled for a few days due to some in-game bugs before.
