California Senator Alex Padilla is demanding answers after receiving a whistleblower disclosure alleging that President Donald Trump wanted the FBI to investigate and arrest Los Angeles-area protesters who opposed his administration’s immigration enforcement plans. The former FBI employee behind the disclosure claims bureau personnel found no evidence that protesters in one of the incidents had committed a crime or posed a threat, but an investigation moved forward anyway.
The allegations quickly sparked an argument over where federal law enforcement should draw the line between investigating potential criminal activity and protecting Americans’ First Amendment rights. Critics of Padilla questioned whether the whistleblower’s allegations prove Trump personally ordered protesters arrested, while others argued that people interfering with immigration enforcement deserved federal scrutiny.
Padilla announced the disclosure on the social media platform X after his office received it through the Government Accountability Project. The unnamed whistleblower alleges that two investigations into anti-ICE and Customs and Border Protection protesters opened in 2025 despite concerns from FBI personnel about whether the activity being examined was constitutionally permissible.
He writes, “My office received a whistleblower disclosure revealing Trump allegedly ordered the FBI to investigate and arrest protesters in Los Angeles who were criticizing the Administration’s mass deportation agenda. FBI analysts found no evidence these protesters committed a crime or posed a threat.“
One of the investigations allegedly followed a video showing residents in Alhambra using megaphones and other methods to warn neighbors about immigration officers operating in the area. According to the disclosure, the protesters were also advising residents of their legal rights and telling them not to open their doors unless officers presented a signed judicial warrant.
It is further alleged that FBI employees were directed to continue investigating despite concerns about the First Amendment implications and were diverted from other investigations involving violent crime, drug trafficking, and transnational criminal organizations. Padilla called the allegations “deeply alarming” and is seeking answers from federal officials about what happened, arguing that Americans should not be targeted by the FBI simply for exercising constitutionally protected rights.
