Yes, Rayquaza can be Shiny in Pokemon GO. Rayquaza, like all Legendary and Mythical Pokémon, is available as a Shiny variant in the game. But you will not capture Shiny Rayquaza in a Wild or Egg form. Instead, you can obtain it from Raid Battles.

However, players who want to obtain Shiny Rayquaza in their team can capture it during the Primal Rumbling Event starting February 22, 2023, at 10.00 A.M. and ending February 24, 2023, at 10.00 P.M. The event includes Rayquaza Raid  Battles. Shiny Rayquaza will appear more often than usual during this event. Usually, Shiny Pokemon appear 500 to 1 in regular game time, while this event increases that chance to 20 to 1. However, if you must try multiple attempts in this Raid, you must buy the Premium Raid passes.

In conclusion, getting a Shiny Rayquaza in Pokemon GO is possible. The best way to do it is by participating in the Primal Rumbling Event, which will give you a better chance of capturing this rare and powerful Legendary Pokemon. So make sure to join in the event. Good luck!
