She is one of the many NPCs that you can meet inside the Roundtable Hold and offers you one of the most valuable things that you can be offered at the end of the world: a hug. Hugging Fia will give you an item called the Baldachin’s Blessing, an item that can be used to increase the player’s poise for a short period of time.
This is also the reason that you have the HP debuff. As long as you have this item in your inventory, you will have the HP debuff. To remove the debuff, simply use the item and wait for the effect to wear off. If you are willing to sacrifice some health in order to get some extra poise, you can get a new Blessing by interacting with Fia again.
