Use the item on the belfry that reads Precipice of Anticipation, which will send you to the Chapel of Anticipation. You have to fight the Grafted Scion again, but this time, you are strong enough to defeat it.
After defeating him, cross the bridge, and you will find the corpse of a maiden. Interact with her and then return to Rose Church and give Varre the bloody cloth.
