According to the official B.E.T.A. FAQ site, this early version of the game will play like a true beta test with the purpose of finding bugs and fixes before Fallout 76‘s launch on November 14th.
This an exciting new journey for Fallout – and for us! The B.E.T.A. is a work-in-progress version of the game. During the B.E.T.A., you will likely see a glorious array of issues; many we know about, and many we don’t.
Our goal, with your help, is to identify and fix any issues that arise in preparation for the November 14 launch. We need all your suggestions and feedback during B.E.T.A., at launch, and beyond to make Fallout 76 the best experience possible, now and for years to come!
Bethesda states in the FAQ that their primary goal is to “stress test and break the game” which they will do by running the servers “during targeted timeframes so [they] can get as many people as possible playing at the same time.”

In regard to cross-play functionality, Fallout 76 is not among the list of cross-play enabled titles. Bethesda’s own Pete Hines gave a statement on this via Twitter, saying, “I work with a lot of devs and games for whom this is important going forward. Fallout 76 does not support cross-play, for a number of reasons. I have no idea if it ever will. But I assure you it is not on our radar right now as we focus on [beta] and launch.”
