Victor Zakhaev was the man responsible for arming the nuke, and Price shot him during the activation sequence. However, after three years of absence, the recent story trailer for Modern Warfare 3 Zombies mode has been released, and Victor Zakhaev is seen in it. He is operating to find Aether crystals from an unknown location and drops one of them to infect everyone on the scene. This is an absolutely abnormal event that opens a huge plothole. Victor Has Survived The Fall
So the first thing that comes to mind is that Victor Zakhaev has survived falling down from a height. This is so rare and unusual for a human to survive in such a place. Down here, you can watch that sequence where Captain Price drops Victor, and it totally makes sense if he dies.

This had been the case in the past decades of Call of Duty games, where the Zombies mode stories have been different from the campaign. However, after Black Ops 4 ended the cycle, things were different since Black Ops Cold War.
During the Zombies Outbreak game mode in BOCW, we learn that there’s an operating team called the Requiem, observing and investigating anomalies. Grigori Weaver is a director at Requiem, and they discover new things about zombies with the help of Samantha Maxis, the daughter of Dr. Maxis, who was first testing zombies during World War 2.
Now, if that is the case, then the mystery of Victor Zakhaev’s return in the Modern Warfare 3 Zombies is totally solved.
