To accept The Duchess Who Disappeared side quest, you must start the Regional Phenomena story quest in Rito Village. After that, you can head north of the village towards Hebra Tundra. Once you reach the gorge to the right of Biron Snowshelf, keep going straight until you reach a small plateau on top of a cliff. Climb to the top and talk to NPC Fin by the fire to accept The Duchess Who Disappeared quest.

It’s worth noting that if you go to East Biron Snowshelf Cave, you’ll accept the quest directly from Selmie. So, you have two ways to start this side quest.
