Frost Emitter is one of the Zonai devices in the game. You can stick them with other materials to craft vehicles. You can get Frost Emitter Devices in Zelda Tears of the Kingdom using Zonai Charge or Construct Horns at Zonai Device Dispensers scattered all over the map. Once you add material to the Dispenser, it will generate a Frost Emitter Device with some of the other Zonai devices.

There are around 27 Zonai Device Dispensers all over the map. But you will not get these Devices at any Zonai Device Dispensers. However, if you have used the Dispenser at least once, you can hover over the dispenser icon on the map and check whether they are available.
