This can only be obtained once you’ve unlocked Merfolk Kingdom. Specifically, you’re looking for Osmium Kelp, which is a purple crafting ingredient that can be gathered in the deeper parts of the ocean.
In total, you’re going to need 10 Osmium Kelp and 1 Glass in order to craft Osmium Kelp Essence. To do this, you’ll need to use an Extractor, which can be crafted by using 20 Scrap, 20 Bronze Kelp, and 40 Wood.
Once you’ve obtained some Osmium Kelp Essence, head back to Millie to finish off her quest.
