According to the in-game description, “A peculiar scroll that can make a certain species of Pokémon evolve. Written upon it are the true secrets of the path of water.” For those who didn’t play the previous games, it is referring to Kubfu. This scroll will evolve Kubfu into Urshifu.

How to get the Scroll of Waters in Pokémon Scarlet & Violet?
You can get a Scroll of Water from Porto Marinade’s Auction House. But you will not get access to this auction house until you beat the water-type Gym Leader. Once you are ready to battle with Kofu, you can meet him at the Porto Marinade Auction House, and you will have to find his wallet for him. Once you have completed that small task, you can bid for one item and gain full access once you beat the Kofu.
Remember, the Porto Marinade Auction House does not always have Scroll of Water for sale, so you might have to wait until it appears in the auction house. Once you find it, bid for it and then use it to evolve Kubfu into Urshifu.
