Ensure to obtain at least one Poe before interacting with the Bargainer Statue. Here are the steps you need to follow.

To get the Tunic of the Depths in Zelda: Tears of the Kingdom. First, go to the Bargainer Statue in the Great Abandoned Central Mines.
Interact with the Bargainer Statue, and you will unlock the exchange shop.
Back out from the exchange shop, the statue will ask whether you like to find more in its brethren.
Offer a single Poe to the Bargainer Statue to reveal locations of Bargainer Statues on The Depths map.
