This quest will begin shortly after you arrive in Garland Ghost Town. To get further, you need to somehow get through the Mines. And for this, you will have to travel a bit in time.
Throughout the city, Riley can find 3 EMF boosters; one of them is broken. However, they won’t work until you visit the Post Office on the right side of town. - Climb up the ladder and set 9 on the EMF booster
- Then go down and set 3 on the second EMF booster
Use a frequency between 99 and 100 to open the Tear of Time. You will find yourself in 1930, next to the building called Drugs and Meals. Interact with the man near the building and take a photo of him.
After that, you can contact Hank and tell him about the picture evidence in Oxenfree 2. However, he will ask for something more physical evidence of something unusual.
