To collect it, use your Pikmins to carry the Flarlic back to your coincidentally named Onion nest. Once you absorb it, your Pikmin capacity will increase by 10. The maximum Pikmin capacity in Pikmin 4 is 100 Pikmin.
Many Flarlics are found in the final parts of caves, but you will encounter some at the surface. Due to its benefits, expect to face a lot of enemies surrounding the Flarlic. Sometimes it will be locked behind an obstacle involving a new mechanic. In any of these cases, be sure to bring a decently sized Pikmin army so you can take care of business and ultimately collect the Flarlic.
