The Manager can be found attending the Cafe in the Kingdom of Rose in the Second Sea. The zone is unlocked after you finish the Military Detective’s quest and reach Level 700. From the island’s port or Sea Captain, go forward past the walls and the Mansion building. Just behind the Mansion tower, you should find a wide yellow-colored building. Head inside and you can meet the Manager.
Like the harbor, this area is a safe zone, so you can stay there without being harassed by fellow players as long as you want. It is also worth noting that you must complete the Colosseum quest given by Bartillo nearby to get information from the Manager in Blox Fruits.
What Does The NPC Do?
As we mentioned, the Manager’s role in Blox Fruits is to tell players the spawn time of the Legendary Sword Dealer. But, to make things even less straightforward, he won’t tell you when exactly the vendor will show up directly.
