A viral video from Illinois has brought back a painful question: what happens when someone who is supposed to help keep a neighborhood safe becomes the reason a 13-year-old girl says she is now afraid on her own sidewalk? Within days, the video sparked widespread outrage online and led to two separate city investigations into how an off-duty encounter escalated so quickly.

The officer has been identified as Chicago Police Sergeant Jeremy Sikorski, who was off duty when he confronted a small group of teenagers in the Clearing/Garfield Ridge area on the city’s Southwest Side, according to CPD.

The video, first posted on social media by CWBChicago, shows Sikorski telling the teens that younger children had accused them of threatening kids as young as 12 and 13. The older teens, who appear to be about 15 or 16, say nothing happened and that they are willing to speak with police if officers are called.

The situation quickly gets worse. Sikorski threatens to “knock out” one teenage boy and the boy’s father after the teen offers to call his parents. A woman can be heard repeatedly yelling at Sikorski and eventually gets him to walk away. 

But he then turns around and approaches the person recording the incident, a 13-year-old girl. Her phone is suddenly knocked to the ground, and the footage becomes chaotic. 

The video does not clearly show whether Sikorski hit the girl or only knocked the phone out of her hand. When the recording starts again, the girl is seen walking away in tears. She tells people nearby that she is scared and then says, “Ow, my head… this hurts.”

CPD has since taken away Sikorski’s police powers and reassigned him to the department’s Alternate Response Section while its Bureau of Internal Affairs investigates, according to Hoodline. The Civilian Office of Police Accountability has also opened a separate investigation. 

Sikorski’s disciplinary history has also come under scrutiny since the video surfaced. According to city inspector general records cited by IBTimes, he has faced 22 misconduct allegations during his roughly two-decade career with CPD, with two resulting in sustained findings. 

He was also previously named in a federal civil rights lawsuit that accused him of false arrest. The case ended with an $80,000 settlement paid by the city, according to Chicago Reporter records.

Internet Reacts to Illinois Officer’s Confrontation With Teens

Reactions online have centered on accountability and whether an officer’s badge should shield him from consequences. One commenter asked, “Who do you call for help when the cops are the ones committing crimes against the public? Police reform is long overdue in this country. Burn it down and build it back the right way.” Another argued, “He should be in jail for child abuse, making deadly threats against her and her parents!”

A third commenter said the footage made the case on its own, writing, “What is there to investigate.. the proof is right here.. fire him.” Others broadened the criticism to police hiring practices more generally, with one asking, “Where are all these psychopath police officers coming from? Time for psych evaluations before they get hired.”

Some responses were more resigned about the likely outcome. “Nothing is gonna happen, he’s a cop, they can do whatever they want without any consequences, welcome to america,” one commenter wrote.

If formal discipline is recommended, it would still need to be filed by the CPD superintendent or decided by the Chicago Police Board.
