Pokemon Go’s Groudon’s best moveset consists of Dragon Tail and Earthquake. This moveset has the most overall DPS and is also the most effective in PVP and Gym encounters.
Groudon can only use two different quick attacks, Dragon Tail and Mud Shot. Dragon Tail has a higher damage per second rate, but Mud Shot has a higher energy per second rate. Taking this into consideration, the only factor that makes Dragon Tail reign supreme is the superior Dragon-type affinity of the attack.
For its strong abilities, Groudon trainers should only consider Earthquake. It can use three other attacks, and two of them, Fire Blast and Fire Punch, are weak in comparison. The only other power one might consider is Solar Beam. Unfortunately, because Groudon is an Earth-type Pokemon, it does not benefit from Same Type Attack Bonus.
