The best moveset to use with Kyogre in Pokemon GO for both offensive and defensive combat styles are Waterfall and Hydro Pump. They both host the highest DPS and Same-Type attack bonuses compared to other options like Thunder and Blizzard. This moveset is also effective during PVP battles. While Kyogre’s other main move, Surf, is also a viable option in battle, it hosts slightly lower DPS overall. However, Surf’s lower Energy cost per attack makes it a noteworthy alternative.
