Penny aka Cassiopeia Challenges the Player Protagonist in Pokémon Scarlet and Violet

Penny, also known as the alias Cassiopeia, is the final boss of Team Star in the Starfall Street questline of Pokémon Scarlet and Violet. Beating this tough opponent will reward players with the story conclusion to Starfall Street, as well as the Draco Meteor TM from Penny. Draco Meteor is a Dragon-type Move that unleashes a potent Special attack of 130 Power but temporarily lowers the user’s Special Attack IV by two stages. Accordingly, this Move serves as an excellent finishing blow when Trainers know the opposing pocket monster will faint from the attack. This endgame TM can be crafted with Goomy Goo, Applin Juice, and Frigibax Scales. 

Defeating Team Star Cassiopeia in Pokémon Scarlet & Violet

Battling Cassiopeia's Tera Sylveon in Pokémon Scarlet and Violet

To beat Cassiopeia in Pokémon Scarlet and Violet, Trainers must know Penny’s lineup for the Team Star Boss showdown. Cassiopeia will dispatch six different Eevee evolutions, including Umbreon, Vaporeon, Jolteon, Flareon, Leafeon, and Sylveon. Keep in mind that Penny will Terastallize Sylveon during the fight.

For reference, here is a list of each Eevee evolution and its elemental type and weaknesses:

Eevee Evolution Elemental Type Weakness(es)
Umbreon Dark Fighting, Bug, and Fairy
Vaporeon Water Grass and Electric
Jolteon Electric Ground
Flareon Fire Water, Ground, and Rock
Leafeon Grass Fire, Ice, Poison, Flying, and Bug
Sylveon Fairy Poison and Steel

Remember to bring combatants that are adequately leveled for the fight, as all of Penny’s Eevee Evolutions are over Level 60 in Pokémon Scarlet and Violet. Additionally, giving one’s pocket monsters Battle Items from the Delibirds Presents Branches can maximize their effectiveness in the battle against the Team Star Boss. 

Except for Sylveon, all of Cassiopeia’s pocket monsters in Pokémon Scarlet and Violet have relatively low HP, meaning that players should be able to one or two-shot them in combat. Nevertheless, be wary of Jolteon, as its high Speed will likely result in it getting the first strike. YouTuber ConCon recommends using Garganacl, Garchomp, and Scyther. Scyther is for beating Leafeon, while Garchomp can be used to defeat Jolteon. Garganacl is the star of the show, as it can take on the remaining Eevee Evolutions and has enough HP to tank many of the attacks. Alternatively, try using Baxcalibur, Gardevoir, and Gengar to achieve victory over Penny’s lineup.
