Since the system introduction in the base game, Guardians should be able to acquire Weapon Mods through the Banshee-44 Gunsmith Vendor in the Tower area. Its selection of Weapon Mods usually rotates each day or week and can be purchased with Glimmer. However, do keep in mind that at the time of writing, there seems to be a bug in Destiny 2: Lightfall that prevents Banshe-44 Vendor from selling Weapon Mods. The official Bungie Support account on the Support page has mentioned that the team has acknowledged the issue and is currently “investigating” it.
Other than that, you can get Engrams that reward you with Weapon Mods from increasing your Gunsmith Rank with Banshee-44. The Rank can be increased by completing various Bounties and dismantling items with the Vendor. There are also Adept Mods that can be obtained from the Trials of Osiris PvP matches and dropped from specific Nightfall Strikes and Raids.
