Can You Breed Parrots in Minecraft?
Unfortunately, you cannot breed parrots in Minecraft in any way. Parrots didn’t have this kind of feature in any previous patch. This is not possible as parrots only exist in adult form in Minecraft. However, you can breed parrots with a Parrot Spawn Egg in MC Creative Mode.

How to Tame Parrots in Minecraft?
Since you can’t breed parrots in MC, you’ll need to tame them to keep them around. You used to use chocolate to tame a parrot, but Mojang called out that chocolate is harmful for birds and such a mechanic shouldn’t be included in the game. This is why a very different resource is now used to tame parrots in MC.
Your only option to tame a parrot is to feed them seeds. Most seeds in the game will do the trick, but beetroot seeds, melon seeds, pumpkin seeds, wheat seeds or the recently popular torchflower seeds will provide clear results.
If you don’t have any parrots, you can find them spawning in the jungle biome. But keep in mind that parrots are rare and not always spawned creatures. Parrots always spawn on leaves, logs, or grass blocks at Y-level 70 or above. You can make your work easier by turning on the screen coordinates.
If you fail to tame your parrot the first time, it’s fine. This already has a very low chance and takes a few tries. When you successfully tame your parrot, hearts will appear around it.
