You can find him at Losomn in the Gilded Chambers, where he sits on his throne. Initially, he asks for tribute, but refusing leads to battle.

The Red Prince is well-versed in the fire element and often uses it in battle. In most cases, dodging his attacks is not difficult, but you have to be careful not to miss any of them.
