So, Pete Hines, the head of publishing at Bethesda, partially answered this question during the Gamescom 2023 stream. According to him, Starfield does not have a max Level Cap. He also added that so far, no one has reached it. It really excites the imagination, as the developers know how to create big games that you will spend hours and days on.

Based on the fact that Starfield does not have a max level cap, Starfield doesn’t opt to feature enemy scaling. When you’re choosing a star system to visit, you will be told the recommended level you should be. So, if you want to travel to a level 90 system, you best be careful and bring plenty of powerful gear.
