Persona 5 Tactica is finally here to bring a lot more thought and strategy into the critically acclaimed Atlus story. Outside of some brain-teasing quests, the early portion of the game isn’t too particularly tough. There are some more challenging bits, though, and a lot of what the player does here will set them up for later in the game, so it’s important to know some of the best abilities the player can acquire within the first 20 levels.

There is a recurring theme on this list: Passive abilities. That’s because all offensive abilities of all types can be acquired by the various members of the party rather quickly and independently of the Persona fusion system, rather than through the skill trees. There also are no elemental weaknesses in this game, unlike the main series Persona games, so the differences between these offensive abilities feel fairly minor. This makes the passive abilities the true thing to focus on when considering Persona creation and what abilities they should have because that will have the biggest impact.

Regenerate

In a turn-based strategy game like Persona 5 Tactica, using one of only three party members’ turns for healing can be a tough call. The Regenerate passive ability can prevent this from happening so often by negating a little bit of the damage a party member receives every turn. Sometimes it’s just those handful of hit points that are the difference between how comfortable someone feels risking another turn without casting Dia or Media. The ability comes with Ame-No-Azume, who can be fused once the player reaches level 13.

Mighty Warrior

Another important aspect of going on the offense in any tactical RPG is being able to dispatch groups of enemies all at once. Persona 5 Tactica makes this incredibly fun and more thoughtful with the Triple Threat ability, but the Mighty Warrior passive can also help the player out. The Mighty Warrior passive increases the power of attacks targeting more than one enemy, really useful for AOE magic abilities or characters like Skull and Noir who deal AOE gun damage. The player can fuse Eligor at level 18 to acquire this ability.

Defense Master

Similar to the auto-heal ability from earlier in this list, a passive that automatically applies a defense boost can save the player precious turns not needing to use Rakukaja. This is a really useful passive that can be obtained super early on be fusing Genbu at just level 4.

Indomitable Perserverance

Indomitable Perseverance is yet another defensive passive ability that absolutely comes in a pinch. This ability will decrease the damage a character takes when their HP drops below half. Oftentimes in tactical RPGs, players know the feeling of ending a turn only to realize they’ve positioned a character poorly and that character is now receiving a tragic dogpile from a number of enemies doing brutal damage back-to-back. Indomitable Perseverance can be a lifesaver in those situations, and it can be obtained only through fusing Black Ooze at level 16.

Sharp Eyed Wildcat

Persona 5 Tactica does not make it difficult for any active character to find cover. Oftentimes the player will find themselves strategizing around the idea that they’ll need to break or somehow subvert the cover that most enemies are likely behind when their turn begins. Sharp-Eyed Wildcat can give the player an edge by increasing the amount of damage they deal to the many enemies they’ll find behind cover. This passive can be obtained both from Apsaras at level 7 and Obariyon at level 10.
