Specifically, he says, “When necessary, we will take aggressive legal action to remove negligent owners and property managers, and for buildings that have suffered chronic neglect, we will work to transfer ownership to responsible stewards.”
The plan cited concerns about deteriorating conditions in some rent-stabilized buildings. The landlord or property manager is both the operator and caretaker of the property, with a responsibility to keep it legally compliant, safe, and functional.
