According to sources, you will have the opportunity to get a Shiny Axew after every 25 spawns.

Axew is a very potent Pokemon, especially its ultimate evolution, Haxorus. Now, if you get Faxure, the first Axew evolution, and evolve it to Haxorus during the event or up to five hours afterward, your Haxorus will have the Charged Attack: Breaking Swipe. This is a rather powerful attack with 50 power and a guarantee to lower the opponent’s Attack. However, evolving Axew is not easy. To get Faxure, you need to feed Axew 25 Candy, and Haxorus evolves at 100 Candy. This is a rather high number, but the good thing is that one of the bonus perks of the event grants 2× Candy for catching any Pokemon.
