Once you have the area unlocked, you are going to want to go to the zone called Saint Paul Island at the eastmost part of the Central Loop. here you will find the landmark called the Church of Saint Thomas the Apostle. Once you reach the safe at Saint Thomas, you will need to go out the window to the right of the safe and parkour onto the roof of the tower.
