New York City Mayor Zohran Mamdani announced OPEN for Small Businesses on Monday. The package contains more than 50 reforms aimed at cutting red tape and streamlining permits. It drew attention for targeting everyday rules affecting ice cream, haircuts, bingo, and childcare.

Mamdani: In a win for every ice cream lover across New York City, we will work with the state to do away with the frozen dessert permit that requires restaurants to seek out a superfluous second permit for what they’re already doing: serving food.

A video of the announcement circulated on X. OPEN stands for Overhauling Procedures and Expanding Navigation.

Mamdani highlighted several regulatory burdens facing small business owners. He said restaurants need a separate frozen dessert permit to serve ice cream alongside hot food. “No more treatsploitation, as we say,” Mamdani stated. He also called the current barbershop licensing system “anti-fade.”

Mamdani said the city will work with New York State to streamline barber licenses. DCWP will also remove unnecessary bingo regulations, including prize limits.

The reforms also address licensing requirements for bodegas and childcare providers. Mamdani said bodegas need separate licenses to sell identical goods inside and outside their shops. He said childcare providers face overlapping processes across three agencies before opening. “We don’t want to have to ask people to be miracle workers,” Mamdani said.

Mamdani framed the package by saying the administration was “in the pocket of Big Abuela.” He said OPEN would eliminate redundant fees and make city government more responsive to small business owners.

Zohran Mamdani’s Red Tape Plan Draws Praise Across Political Lines

The announcement drew support across ideological lines, although some responses questioned its priorities and long-term impact.

“Even a conservative like me can get onboard with that,” one response stated. Another user wrote, “Less taxes, getting govt out the way and removing red tape is fantastic!!”

One reaction highlighted the political irony: “It took a Communist to cut government regulation and red tape. Remember that Republicans!!!” Another praised Mamdani for “identifying simple fixes that make meaningful differences in peoples’ lives.”

Others questioned whether the reforms addressed the city’s most urgent problems. One user wrote, “People drowning in the streets and setting fire to buildings, but this is what he chooses to have press conference about.”

A separate response questioned the reforms’ lasting effect: “But the real test is: a few years from now, will small businesses in New York really find it easier to survive?”

Whether New York State will approve the proposed permit and licensing changes remains unresolved.
