You can catch Mighty Porgys in Zelda Tears of the Kingdom near the Faron and Necluda Seas. We think this is the overall best location to find them. The exact locations are shown on the above map. But be careful when you fish for it near the Necluda since the water has a strong current. Alternatively, you can purchase it from Highland Stable, Travelling Merchants, and Lurelling Village.
