The worker that needs to reach the tower is at the bottom of the nearby elevator. Luckily, getting him up here is super simple. Go to the top of the elevator, and near the tower is a bunch of materials for building. Take three of the iron boxes and attach them to each other vertically. Grab the top box, carry it to the elevator, and attach it to the hanging counterweight. The boxes will pull this side down while bringing up the worker.
After the worker has reached the top, he will fix the tower console for you. Go about activating the tower as you would any other.
Luckily, unlike other Tears of the Kingdom areas, the Gerudo Canyon Skyview Tower is not that complicated.
