You must go to the cavern located southeast of Overgrown Valley, specifically in Veluriyam Mirage. To get there quickly, you can teleport to the Non-Outdoor area and move south a short distance. If this is not viable, start somewhere near the Silver Bottle Courtyard Waypoint route and head southeast.

Once inside the cavern, a Hydro Eidolon will appear in the lake in front of the cave entrance. Follow him; he will lead you to a common chest with rewards. 3. Jump to the central rock to collect the waves. 
4. Drop the smaller rock on the left side of the puzzle to take the remaining flower.
