If it is white, you need to start over. Once you get all 16 bottles, go to your inventory and turn them into Emerald Slivers. Explore the mines in Sunlit Plateau. Keep checking the left side of the corridors as you explore. You will find an entrance to a room. Inside, you will see a crystal ball. Use your Jade Crystal to connect with the crystal ball to get the green potato seeds.
