Once you have you and level it up to Level 20, the following requirements need to be met in order for it to evolve Tyrogue in The Indigo Disk:

Tyorgue must reach Level 20 with a higher Atk stat than its Def stat.
Hitmonchan
Tyorgue must reach Level 20 with a higher Def stat than its Atk stat.
Hitmontop
Tyorgue must reach Level 20 with an equal Atk and Def stat.
