If you want to have the best chance at finding and catching a Clefairy, then you will want to head just a little bit north of Loyalty Plaza and west of Oni Mountain. In this area, you should also be able to find Pokemon like Geodude and Bonsly. You could also try to evolve a Cleffa if you happen to have one for some reason. You can do this by leveling up Cleffa with High Friendship, prompting it to evolve into Clefairy.
How To Evolve Clefairy in Pokemon Scarlet and Violet The Teal Mask
If you want to evolve Clefairy into Clefable, then you will need to find a Moon Stone. You can find Moon Stones all over the world as shiny objects that you can randomly find on the ground. If you have some from your regular playthrough ofย Pokemon Scarlet and Violet, then you can use it to evolve Clefairy into Clefable.
