Sometimes anything to do with saved data can be a tricky situation, but Nintendo took care of that with Zelda and made it player friendly.
That being said, Tears of the Kingdom supports cross-save when it comes to horses. After a player downloads the new Zelda game to their Nintendo Switch that also has Breath of the Wild installed as well, the first step is complete. Now, after unlocking the stable, players can go inside to find many horse-related features, including the one that allows players to transfer their mounts. Once bringing up the menu that allows horses to be transferred, it will show all the mounts from Breath of the Wild that have been collected. From there, one can be selected to proceed with transferring over to the second game.
