You should destroy Ore Deposits and Rare Ore Deposits to find these stones. You can also obtain them by defeating a Rare Stone Talus. If you prefer a different way to get sapphires, you can easily head to Goron City to get this rare ingredient.
As mentioned, sapphires are extremely rare in Zelda Tears of the Kingdom. They are found in a few places, such as treasure chests on the outskirts of the Hyrule map, and are, therefore, not very common. Especially in the early part of the game.
