If you’ve progressed far enough in the game’s story and defeated Team Star Fire Crew, the recipe is in your pocket, and you can go straight to crafting. But if you haven’t met the boss yet or don’t want to craft, you can find TM 039 Low Sweep in several locations in the Paldea region. Plus, you don’t have to look far, as there are four Low Sweep TM points, and you only need to visit the one closest to you:

The first place you can visit is West Province (Area One). Take the Pokemon Center in the northern part of the location as your starting point and go southwest along the path. At the path crossroads, turn right and follow the path until you see a TM on the left near the cliff.
To find the second Low Sweep TM, you should move slightly east of the previous point. Take the same Pokemon Center in West Province (Area One) as your starting point and go east to the tower. Climb to the tower top and collect the second TM.
The third point with TM 039 Low Sweep is in East Province (Area Three). Take Zapapico as your starting point and follow the path to the east. Get to the point on the third image above and collect the Low Sweep TM.
Finally, head to West Province (Area Three) and take the Eastern Pokemon Center among the rocks as your starting point. Head just a little north, climb up a low mountain range and pick up the final Low Sweep TM.

How to Craft TM 039 Low Sweep in Pokemon Scarlet and Violet

Once you defeat Team Star Fire Crew or get at least one Low Sweep, you will automatically unlock the recipe and be able to craft copies. So head to your nearest Pokemon Center and use the TM Machine.
