The strategy is simple but effective, and this is how it works. Attach a popular, easy-to-understand benefit (like hot food access with SNAP) to a broader bill that includes unpopular cuts. If Democrats vote no, they risk being painted as anti-benefit. If they vote yes, they may be seen as supporting deep reductions to food assistance. That is what the thread title almost implies Rep.
