You can find Thunderbolt TM below the Cliff near the Auction place of Porto Marinade. The Auction Place is situated just above the Dessert. Here are the steps you need to follow:

  1. Go to the Auction place in Porto Marinade. You will see a Cliff behind the Auction place.
  2. Go directly toward the Cliff. Top little left while in the future.
  3. Jump to the bottom of the Cliff, where you will find a Grassy area.
  4. At the edge of the Cliff, you will find a Shining object, which is the Thunderbolt TM.
  5. Bring it down to the TM matching in a Pokemon Center to use it.
