Like most other TMs, you can find TMs in the open world or craft these on the TM Machine. However, you won’t be able to start crafting until you get the recipe for this TM, so you’ll have to walk around a bit. Picking up at least one TM 117 Hyper Voice in the open world will automatically unlock the recipe. Fortunately, to find the TM 117 Hyper Voice in Pokémon Scarlet and Violet, you can visit three different points:
- The first point is with Hyper Voice TM, near Alfornada City. Go to the city northeast and climb onto the rock that will get in your way. You can pick up the first TM on a small grassy plateau on this rock.
- Visit North Province (Are One) and take the local Pokemon Center as your starting point. Move in a southeast direction towards a large lake. Next to the lake, climb the rock, as shown in the middle image above. You will find the second TM 117 Hyper Voice on a small patch of grass.
- The final location with Hyper Voice TM is on the border of Casseroya Lake and Montenevera. Get to the southwest Pokemon Center in Montenevera and head northwest. Soon you will find yourself on a rounded snowy plain, and you can pick up the third TM.
