The first place you can visit is West Province (Area One). Take the Pokemon Center in the northern part of the location as your starting point and go southwest along the path. At the path crossroads, turn right and follow the path until you see a TM on the left near the cliff.
To find the second Low Sweep TM, you should move slightly east of the previous point. Take the same Pokemon Center in West Province (Area One) as your starting point and go east to the tower. Climb to the tower top and collect the second TM.
The third point with TM 039 Low Sweep is in East Province (Area Three). Take Zapapico as your starting point and follow the path to the east. Get to the point on the third image above and collect the Low Sweep TM.

Finally, head to West Province (Area Three) and take the Eastern Pokemon Center among the rocks as your starting point. Head just a little north, climb up a low mountain range and pick up the final Low Sweep TM.
