If you come across the Josiu Shrine in The Legend of Zelda: Tears of the Kingdom, you might be a little confused. To this point, you have likely only jumped into shrines with puzzles inside them. However, you need to do a puzzle outside to complete this one. Here is how to complete the Josiu Shrine in Tears of the Kingdom.
How to Complete the Josiu Shrine in Tears of the Kingdom
The Josiu Shrine is located in the North Necluda Sky Archipelago. When you come across and try to activate it like usual, you will notice there is no rock to walk into. Instead, a message will appear telling you to grab a crystal connected to a beam and bring it back. A green beam will shoot across to another sky island nearby.
Unless you have the help of Tulin, you will need to climb a pillar, jump, and glide over to this island. Grab onto the curved pathway before you and climb up to access the crystal. Use Ultrahand to pick it up and carry it back to the curved pathway. Place it somewhere here.

Now you need to return to the original island. You will notice an odd curved structure floating above a green light. Use Ultrahand on it, and you can spin it around, making the curved pathway match how it is positioned. Make it so one end of the pathway is connected to the island you are on, like in the image below.
Now walk out there, use Ultrahand to grab the crystal, and deliver it to the shrine location. This will open up the shrine and let you enter. There is no puzzle inside. Just walk in, open the chest, and then claim your Light of Blessing.
