You can get Frost Emitter Devices in Zelda Tears of the Kingdom using Zonai Charge or Construct Horns at Zonai Device Dispensers scattered all over the map. Once you add material to the Dispenser, it will generate a Frost Emitter Device with some of the other Zonai devices.
There are around 27 Zonai Device Dispensers all over the map. But you will not get these Devices at any Zonai Device Dispensers.
