If you decided to unlock them with real money, simply go to the in-game shop and then spend 50 Fighter coins which are approximately $23 in order to get Ken’s retro costume.
But if you want to unlock this costume for free and play the game, you have to start playing the World Tour mode. First, you have to reach Chapter 8-3 in order to unlock Ken as a master in the game. You can meet him on a construction site and choose him as your master in the game. Then you have to reach the maximum bond level with him to unlock the retro or classic out of Ken in the game.
You can increase the bonding level with your masters by using their movesets and combat style in fights and giving them gifts. After you got the quest, head back to the Alley near Chun-Lin and fight Zimo and retrieve the stolen Walnuts.

Head back to Ana and give her the Walnuts which she will reward you with a ticket to Mexico. Then travel to Mexico and defeat Lily and accept her as a new master. Then an NPC will appear next to Lily that sells Cookbooks. Make sure to buy as much as you can.
