If you face off a Party Hat Squirtle in a Raid, the best Pokemon to counter it is Electric and Grass-type Pokemon. Electivire and Sceptile are the best Pokemon against a Raid Squirtle.
You can discover a Party Hat Wartortle and Blastoise in the wild. However, you can always evolve your Party Hat Squirtle. Your Squirtle will keep the hat even after evolving into a Wartortle and a Blastoise. You feed your Squirtle 25 candies to evolve it into a Wartortle. You feed your Wartortle 100 candies to evolve into a Blastoise.
