Phantom Liberty is the expansion DLC for Cyberpunk 2077. While the expansion is part of the main game, Phantom Liberty has its separate story mode and new areas to explore. The expansion acts almost as its own separate game, portraying itself as a follow-up to the events of Cyberpunk 2077.
Whereas the main Cyberpunk 2077 game doesn’t have a New Game Plus, does that mean Phantom Liberty doesn’t have one as well? When you finish the main narrative of Phantom Liberty, there isn’t any reward for you to carry over to a new playthrough. In other words, Phantom Liberty does not offer NG+.
