Amidst the bug fixes and performance improvements, the Fallout 4 next-gen update also added new content, such as the side quest All Hallows’ Eve. It’s a short and sweet quest, albeit creepy because of the foggy location, skeletons, and a pack of feral ghouls. You don’t have to be any particular level to unlock it, either. In fact, completing All Hallows’ Eve will net you a few unique headgear and over two dozen new settlement decorations for those who love Halloween!
Fallout 4 Quest Guide: How to Complete All Hallows’ Eve
Once you’ve updated Fallout 4 to next-gen, you’ll have the All Hallows’ Eve quest already on your Pip-Boy, along with the Mysterious Signal for the radio. Unfortunately, it was bugged for me (Go figure!), so your mileage may vary. Luckily, you don’t have to listen to the signal to advance the quest.
If the Mysterious Signal is bugged for you, then travel straight to Harbormaster Hotel and enter the building. It’s located directly east of Diamond City, past the Combat Zone, and along the coast. You’ll find the entrance behind a junk fence.
Inside you’ll have two options: an elevator and the New England Technocrat Society. Ignore the elevator and use the other door; the elevator leads to more raiders and some useful drugs like X-Cell.
Head straight into the main room, where the stage is. Be sure to have your Stimpaks favorited because the room will fill with gas, slowly draining your health. To make matters worse, there’s a pack of ghouls led by a glowing one called Mr. Wendt.
Once the ghouls are dead, enter the hallway to the right of the stage. You’ll find five rooms, four of which are numbered — 1 to 4 — and a locked door that’s only accessible with a four-digit code. It’s the same combination for everyone: 4–3–4–6.
Inside the room you’ll find three points of interest:
- A power armor frame
- A terminal
- A copy of ‘Picket Fence Halloween Special’ magazine by the terminal
You’ll need a fusion core to get the power frame moving properly. As for the terminal, using it will disable the poisonous gas. On your way out, don’t forget to loot the ghouls. You’ll find a Felt Hat that gives +1 to Charisma and the bizarre De-Capitalist Unfinished Helmet — one for your character and one that counts as power armor.
