The Underwriter is the 22nd NPC added to your collection once you find him. However, this all starts with reaching the No Sweat Insurance Building location in Fortnite.
In Fortnite, the No Sweat Insurance Building should be in Tilted Towers. We say “should be” because there is a chance that the building will move around the map. This is because it is not rooted in the ground anymore. Rather, it floats via a large yellow balloon. This is to protect it from the chrome that invades the map.
